I made myself a little rule a while ago =]. If I'm wearing a skirt or shorts, I cannot wear a tube top,spaghetti straps/tank top. If I'm wearing jeans, I have to wear a tube top/spaghetti straps/tank top. That way I don't look too prude or too slutty.

Well..for starters, you could just be yourself and wear what you usually wear. becuase if you start being someone else, that guy would expect you to be that person.
Just approch him and tell him how you feel, you never know if he actually likes you.

Well, im not a guy but i know for a fact that guys like girls who aren't dolled up. They like girls who dress casually. So like Tight jeans and a cute shirt would be good. but super short skirts will attract the wrong type of guys, and you msy come off as a skank. Anything from like Hollister or Abercrombie is good. =]
