im either a 1 or 3 in hollister jeans or a 2 or 4 in a&f jeans. what size of jeans would i be in the sizes like " 28, 29, etc.?"

No, I don't think you'd be a 25 because when I was a 00 at Abercrombie, and a 0 or 1 at Hollister, I was a 25. Maybe you should try like a 26 or 27. It also depends on the kind of jeans you try on..not all sizes are exactly the same.
