What does it mean to have fully developed nipples?

It means they've grown as much as they should have, and they don't have to grow anymore. Making them fully developed.

hey

it means that they have expanded / gotten as big as they possibly can & can't grow anymore. this usually happens after your breasts have fully developed because as the breast grows, the nipple expands along with it... sorta like how your nose keeps growing until your face stops growing- your nose wouldn't stop growing if your face kept growing!

you will probably have fully developed nipples a few years after you finish puberty. anywhere between 16 - 25.

for guys, it would be later- like maybe 18 - 30. (maybe not as late as 30, but just making a point).

all in all, it just means that they can't grow anymore =]
