you don't. - but if you notice that someone you requested's request no longer appears on your "requested" list and they're not one of your friends, you can infer that they indeed did decline you.

On the home page click friend requests and click pending requests. If the person you requested isn't there, they probably declined you.
If they're still there, they either didn't decide to decline or accept or they haven't checked their friend requests.
