you don't. - but if you notice that someone you requested's request no longer appears on your "requested" list and they're not one of your friends, you can infer that they indeed did decline you.
however, if you notice that someone you requested is no longer on your requested list AND they are one of your friends, they did accept you.

That person below doesn't know what they're talking about.
On the home page click friend requests and click pending requests. If the person you requested isn't there, they probably declined you.
If they're still there, they either didn't decide to decline or accept or they haven't checked their friend requests.

Their "pending" request just won't show up anymore since they declined you.

If they aren't on your friend list or your Pending Friends list (in your Inbox somewhere) then chances are they declined you.

there's no way to find out, unless you ask them yourself or something.
