PacSun, Zumiez, Tillys. I'm sure they are a little more than $20 unless you find them on sale. It's hard to find them that cheap at most places.

It's really hard to find girl's boardshorts anywhere for cheap. If you don't mind having them a little looser than they would be if they were really girl's boardshorts, there's a store in the mall near me that sells men's and boy's swimwear, but it comes in MANY MANY patterns including plain and hawaiian flowers, so I'm sure you can find something you like if you don't mind the fit being slightly looser.
