I'm in the 9th grade and I really like this guy. Well, V-day passed and I didn't even bother asking him out or anything....and he didn't make a move either. I know that he likes me as much as I like him. Should I wait for him to make a move? and meanwhile, dress a little more...em..."open?" and flirt around to attract attention..?..or should I just ask him out? :S :S :S

well since you know he likes you he probably hasn't made a move yet because he's nervous. Don't start dressing open. t will attract other guys and send a wrong message about yourself as in being slutty. flirt with him not every other guy but him. again, you don't want him thinking or anyone else thinking you are a slut when you are not. its really not a good image.Ask him out! you waited long enough for him to make a move.

NO. You should not wait for him to make a move.you shouldn't dress a little more "open" you wouldn't want him to think you were some kind of slut or something.
