I pull my eyelid up with one hand (by pulling on the skin above it, similar to how you pull the bottom down) and carefully draw a thin line close to the lashes. Avoid blinking like a maniac until it dries. You can add more than one line/layer, just wait for the layers to dry before you do so.
I like drawing the line all the way across, because it frames my eyes & makes me look Chinese... haha. Where you start and stop the line depends on the shape of your eyes and the look you're going for. Try out different methods and see what works for you!

But I just don't put it on my top eyelid, I think putting it just on the bottom looks good too. But if you really want to put it on the top, I think you should just put it on the corners of your top eylids. Also make sure your eyeliner tip isn't too sharp or too dull. vivalajam0x answered Monday February 26 2007, 4:31 pm: The idea of eyeliner is to make you lashline look thicker. So it's best to use a very pointy pencil or a brush that is angled when applying a powder liner or cream. It's also good to pull you eye lid a little at the corner - it helps to pull the skin on your eyelid more taught which allows an easier, more fine line. Also - start at the inside corner and work outward.
