my arms are both fat and muscular and i want then to be skinnier. does anyone know any workouts or anything to help them get slimmer? thanks in advance.

Go to a gym or pick up a small weight set.
do bicep curls with a somewhat small weight with many many repetitions.
As a general rule of thumb, if you want an area of your body to be slender and tone, then you should use less weight and more repetition. And if you want muscle, use more weight and less repetition.
