Girls dont really "cum" like guys do. Usually when a girl is horny, her vagina gets wet and this makes it easier for a penis to enter. When a girl does have an orgasim usually there is no white fluid coming out, but this can happen if a girls g spot is stimulated. It is rare to have white fluid come out while having an orgasim through clitorus stimulation.

Girls don't 'cum' persay. It's called Vaginal Fluid or Discharge but some just consider it 'cum' for the vaginal fluid one.
Usually you produce Vaginal Fluid when you're horny/having sex/or masterbating
Discharge comes before your period (and the before can be like months before or days before)
