I really want to make banners and stuff for myspace and stuff.
what program do I have to have? Can I do it on paint and make them cool? Or do I have to download a program, and if so, what program?

Paint is alright if that's all you have, but if you have any other image editing program (such as Photoshop), that works better. :)

You can use any image editing program you want, but you should learn how to use default Microsoft Paint first and get comfortable with it before you graduate to Photoshop. Try playing around with images and editing, etc.

It'll never look cool with paint. You need a program like the GIMP, and art talent. Here's my GIMP guide:

if you're not good at art, nothing will allow you to magically make a unique banner. Alternatively you can use a banner generator, though it won't look unique:
