Let her go out to dinner with friends alone.
Spa for the day.
Hire a makeup artist to come and do all of her and her friends makeup.
Themed party (Celebrity dress up, Dance party, etc.)
Iceskating.
Let her go get her hair/nails/makeup/facial done. [ xomichelle891xo's advice column | Ask xomichelle891xo A Question ]

Do you have any places sort of like that? We actually did that for my friends sweet 16 and it was LOADS of fun. We also have a place called Dave and Busters where it has the arcade type of thing and a bowling alley and a restaurant. Then after the party (if it's on your sisters birthday) or on her actual birthday your immediate family (parents/siblins, possibly grandparents) can all go out to your sisters favorite restaurant. That's what my family does every year on birthdays. The birthday person picks a restaurant and everyone has to go and have a good time. [ S_C's advice column | Ask S_C A Question ]

Buy her gifts, of course! Maybe a nice pair of Uggs or a sweater for the winter. Maybe a CD from her favorite singer. Spoil her rotten! =) Get her a simple but cute and sweet card if you really don't have money.
Just do something simple at home... like play music (if you bought her a CD, play that!!)) and just go wild! Have chips and soda!
Play fun games... like Twister or maybe Truth or Dare. I played those kind of games when I was thirteen, I remember. Start a pillow fight! It doesn't have to be at a sleepover!
Make desserts. Bake cupcakes or make sundaes or something else. Get M&Ms, kisses, sprinkles, frosting, strawberries, whipped cream or something and have a contest where the cutest cupcake or sundae wins something small and cute!

YOu can have dinner at a really fancy nice restaurant and she can invite her few closest friends. Also she can go out with her family a place that she enjoys and have a small chilling party with her friends.
