Shopping spree.
Let her go out to dinner with friends alone.
Spa for the day.
Hire a makeup artist to come and do all of her and her friends makeup.
Themed party (Celebrity dress up, Dance party, etc.)
Iceskating.
Let her go get her hair/nails/makeup/facial done. ]
Her and some friends could go bowling, ice skating, roller skating, to the movies (your families treat), we have this place called Nascar Speedpark where they offer laser tag, racing (IDK what it's called), they have an arcade type of place with a BUNCH of games, and they offer food, tokens, and tickets for the racing in a party plan. Do you have any places sort of like that? We actually did that for my friends sweet 16 and it was LOADS of fun. We also have a place called Dave and Busters where it has the arcade type of thing and a bowling alley and a restaurant. Then after the party (if it's on your sisters birthday) or on her actual birthday your immediate family (parents/siblins, possibly grandparents) can all go out to your sisters favorite restaurant. That's what my family does every year on birthdays. The birthday person picks a restaurant and everyone has to go and have a good time. ]
Go to a movie theater and watch a movie of her choice. Buy buttered popcorn or chocolate for her as you watch the movie.
Buy her gifts, of course! Maybe a nice pair of Uggs or a sweater for the winter. Maybe a CD from her favorite singer. Spoil her rotten! =) Get her a simple but cute and sweet card if you really don't have money.
Just do something simple at home... like play music (if you bought her a CD, play that!!)) and just go wild! Have chips and soda!
Play fun games... like Twister or maybe Truth or Dare. I played those kind of games when I was thirteen, I remember. Start a pillow fight! It doesn't have to be at a sleepover!
Make desserts. Bake cupcakes or make sundaes or something else. Get M&Ms, kisses, sprinkles, frosting, strawberries, whipped cream or something and have a contest where the cutest cupcake or sundae wins something small and cute!
Have fun

Your sister and her family can go to a place like where you guys haven't been before or a place that you guys may enjoy to go. YOu can have dinner at a really fancy nice restaurant and she can invite her few closest friends. Also she can go out with her family a place that she enjoys and have a small chilling party with her friends.
Hope I helped, xox esty ]
