I have two pairs of skinny jeans, one from the Hollister Outlet that I bought for $30, and one pair from Old Navy. I would suggest checking out oldnavy.com first, they have a few different styles for under $30 to choose from, and some skinny cords that are really cute too. ]
If you're really ambitious, you can make your own. Take an old pair of jeans, cut the extra material out, resew, and poof! This especially works well if you have one pair of straight-leg jeans that fit you perfectly (or close to it), which you can use to help with sizing..

Or maybe this one--it talks about altering mens' pants, but you get the basic idea of seam matching and doing the bottoms of the legs.
You might try eBay if you're not so craft-inclined, or even discount shops. Better yet, used clothing stores might have something . . . ]
you might be able to find some at Hot Topic! Hope I helped =] ]
Urban Outfitters has them in multiple colors and washes for 50 dollars
They look very expensive and are super durable
They have them on the website and in the stores
