It's just the only time in the day where all the numbers on the clock can be the same, so people think that by making a wish on it, it'll bring them luck and make it come true.
It's basically like a shooting star, but with time.

Its just the only time in the day that all of the numbers are the same. Lots of poeple (like myself) make a wish on that time just becasue basically. it just a fun thing to do and you never know it could come true =)
