I asked this friend of mine to the girl's choice dance. I asked him if he was going, and he said he didn't know, so I said "you don't have a date then?" and he said no, so I said "do you want to go with me?" and he said "I'll see." what does that mean? I could understand if he said "I have to think about it" but what does "I'll see" mean? do you think he's just keeping his options open?

"I'll see", also can mean "I have to think about it", in a way. He just might be seeing if anybody else asks him and wants to see who out of the most he wants to go with, and who he'll have a great time with and everything.
So just wait, and if he doesn't answer soon, ask him again if he's going to go with you or not. Cause if he doesn't, you might have time then to set your eyes onto a new date. ;]
