Honestly, I don't know of many. I've heard that Adobe Photoshop was good. Paint Shop Pro is pretty good, too, but it's pretty expensive.

How about you download photo shop? Just go to download.com and type it in. Also, paint shop pro is kind of like that. It lets you do cute borders around pictures and such. You get a 30 day free trial though unless you're going to buy eather program.
