If you live in North America then it all you need to do is open a bank account, chequing or savings and ask for one. A debit card is a bank card that accesses your account, as long as you have money in your bank account you can use the card, keep in mind that if you use bank machines from different banks then your own it costs you money every time.

But just tell them that you would like to open an account so you can have a debit card and they will give you this form to fill out and then they will open it while your sitting there. You will have to have like $20 to activate your account.
