Start up by simply smiling and saying "Hey" when you see him. Slowly move it up to a conversation, like "Hey how are you?" then "Hey, I like you're shirt" or something easy like that.
If he's got a screenname or a myspace try talking to him on that, this may be easier then just waltzing up to him and chatting away.
Once you two start to become better friends, then lay down the flirting. Smile when you talk to him, touch his arm, giggle at the funny things he says, look into his eyes.
I suggest the purchase of a deep perfume. I personally love Fantasy by Britney Spears. Alot of guys notice when I wear this, which is great. Guys LOVE when a girl smells good.
Heres a test to see if he likes you:
Smile at him, if he eagerly smiles back, its a yes!
If its sorta a half, shy smile, maybe he likes you but he's just quiet about it.
If its sorta an ackward who-are-you smile back, then its probably a no.
