It's true, but a little better information can help a man out.
Being shy is hard when you like a girl. You just studder and can't get anything out!!!
When you see her, says Hi to her. Do this everytime you see her or at least begin once a day. If she says Hi back, that's a good sign!
If you have lunch with her during school if she goes to your school, just say Hi and what's up. Say something like the caferteria food tastes so bad today!
Each day, try to talk to her and start a conversation. If she walks towards you, talk to her if she talks back.

But you can become friends with her and see what comes next. Talk to her in a normal conversation. Then casually start talking to her and inviting her to places with your other friends. Become friends with her. Then see what comes next. Go with the flow.

I really liked this girl and i was trying so hard to get her to like me, and it turned out that she did all along. So all i can say is to stick your neck out there and just go with the flow.
