Most of us try to warn someone about it before banning them. Most of the time the person just didn't read the FAQ where it explains just some of the reasons a person can be banned on the site. So, if you are warned and you continue to use all caps
you will indeed be banned. You can be banned without warning too because by rights the FAQ should have been read.
The reason is because it is yelling. We try to keep things polite around here so yelling a question just isn't nice. Capitalising a word or two for emphasis is not a problem so long as the whole question isn't in caps.
There is also no need to answer someones question
by yelling at them. Regardless of how stupid a question may seem to you...don't yell at them.

Capitalising an entire word or two is usually okay (though I don't know for this site), because it'll be understood as emphasising something.
