Once you stop the traffic from your modem, the IP address may be assigned to somebody else, when you plug it back in and have traffic again, you'll acquire another address. With DSL and cable, you've got a 'static address' which for the most part, (as long as there's traffic) doesn't change, if you've got dialup, you have what's called a 'dynamic address' which changes everytime you dial.

although if you use dial up like aol it changes almost every time.. or as i have heard

There is a way to manually change your IP address if you are interested. It does change [for most people] if you disconnect the wire from the modem and reconnect it. But that means doing it in a specific order.
