Well if she has a job she just needs to manage her money better. Tell her to set money aside or leave money in the bank for emergencies.
Tell her to pay her bills off not to pay them all at once so she's not short for the week.
If she doesn't have a job.. well then i suggest for her to find a job and earn her own money, then again she should still set money aside for emergencies.
