it began in the 1950s with Teddy Boys in England who wore skinny leather pants. There's a pseudodocumentary/farce on the Beatles called The Rutles that explains the allure of the skinny trouser. anyway, around 1980 there was a resurgence as a tribute to the late John Lennon. that started the trend with denim.
if you actually think about it, skinny jeans are a lot like sturdy fascimilies of Elizabethan mens' tights that they wore underneath bloomers. nothing is never really invented, just rehashed. ]

I would definitely say the 80s because there was denim in the 40s and 50s, but only workers usually wore them. It wasn't until around the 70s when jeans became a must-have. And not until the 80s for the tight/skinny jeans instead of bell bottoms. ]
