It all depends on what you want to do to the pictures.
There's IrfanView or PhotoFiltre.
You can also get Animation Shop Pro or Animation Shop 3. But you have to pay for these. You can get a 30 day trial to try these out. These 2 are really good. So try either one.
To download these, either go to google & type in the name of the program you want, or go to download.com

Try going to google and looking for FREE PICTURE EDITING SOFTWARE..and im sure it should give you plenty of options!!
