When cooking, can baking powder be replaced with baking soda?

No, they are two different things and it won't turn out the same if you use the wrong ingredient.

No not really. THey both do differnt things. The baking soda makes the item stronger and the powder makes it rise and puffy. Hope that helps.

Not straight baking soda. The easiest substitute is.... For 1 teaspoon, use: 1/4 teaspoon baking soda plus 1/2 teaspoon cream of tartar
