internet explore

alright my internet explore never lets me open a new window when i want to do something. like my mouse always turns into a circle with a line through it. how can i fix.

This means you are clicking the scroller on your mouse, just try and be careful not to bump that. It has happened to me before, and that circle with a line is used in this way:
When the scroller is clicked you move the mouse up or down to control scrolling more easily as opposed to using the wheel.

Sounds more like you have a pop up blocker running. Try look on the toolbar on your explorer (below where the internet address is shown). I am running the yahoo toolbar, you might have the google so it might not be identical. Anyway, there are a number of symbols there and one of them should be a pop up blocker.
Try to disable it. If it does not work, try to disable any other pop up blocker you might be running.

You probably have stuck keys on your keyboard. Try pressing the shift and control buttons a few times.

Restarting the computer might also help.
