What's a good program to use ( for free ) to edit your pictures?

You need a graphics editing program, right. Well, photobucket isn't it. You want it free, right? Photoshop isn't it either. I use Photoplus 5 by serif. You'll have to google it. It has the same thing as the expensive ones except a few things.
