Explain to your best friend that you are very flattered, however, do not share the same feelings for him as he feels for you. Tell him that you would love to stay friends (best friends), however, nothing more will come of the relationship. If you two are really close, you may consider telling him you have feelings for his best friend, but otherwise, I wouldn't worry too much about that after he realizes you do not feel the same way and will not change your mind. You don't have to be mean about it or anything, just tell him you just see him as a best friend & not a boyfriend. You wouldn't want to mess up a great friendship.
