UGH!
Okay, there's a dance coming up. Since it's the end of the school year, and I've liked this one guy for a while, and I was planning on (possibly) telling him that I like him then. My dilemma? He might not be going! What should I do?

You can always ask him if he's going or not, and if he doesn't try making some plans with him. you know hang out, get to know each other then ten tell him how you feel about him. It's pretty simple really

If you tell him that you like him and would like to go with him and he thinks that he'd have fun with you, he may change his mind and decide to go to the dance with you. Its worth a shot! Even if he doesn't like you back or still doesn't want to go to the dance, at least your feelings are out and he knows. And who knows, he might just like you back and is too shy to say anything to you!

Maybe you should start a conversation, and casually bring up the dance. Ask if he's going, and if he is, then you can tell him. If not, then just tell him before. Or even after, whatever works. Just make sure it's casual. I hope this helps!
