You can't have kids on Sims 2 for PS2. I've tried, and I've looked everywhere. It's not possible.

The 2 Sims you want to try for a baby with need to have a REALLY high relationship. I'm talking like, 99 with each other on both lifetime and the other one. I don't play it on PSP, however, but your best bet is to keep getting their relationship up.
