It's called the uvula and no one seems completely sure of its purpose, however, I've included a couple of web sites that give more information. Hope this helps.

They are not your tonsils! Your tonsils are on either side at the top of your throat, and are usually only visible when swollen due to sickness.
The hanging bit is your ulvua, and it's use is unknown, but it does cause snoring apparently.

Haha, those are your tonsils. I'm not sure what they do for us, but it must not be much, since we can live without them.
