i think it`s perfectly fine if you really are into this guy. i don`t think 14 is old enough to have sex at all. you`ll be labeled as a skank if any finds out. it also isn`t good bcs you`ll probably look back and deny it. and last, it`s fine if you want..

There's nothing wrong with making out at 14.

The laws regarding underage sex are that there should be no actual penetration below the age of 16. Therefore, in theory, anything else is legal. However, I would recommend you be careful because it's very easy to get caught up in the moment when you've been doing...shall we say...other stuff and that was how I managed to lose my virginity.

The best recommendation I can make is that you do what feels comfortable but if you sense things might go further than you want or is legally acceptable, be strong enough to say no.

Well 14 i think is okay to make out alot of teenagers do it && thats an average age to do this..

Having your shirts off isn`t considered sex but some people all look at it differently..Also oral && the penis in the females vagina is considered sex..

Technically sex is defined as when a male's penis enters the female vagina, but many people interpret it differantly/

And about making out there is not age limit or certain time you should start, just when you feel like you are ready.

Like I said sex is different for anyone, so if you don't think that taking tops off is sex, then no it is not sex. And you can go to however far you want, until you feel like you are uncomfortable, or going too far, or you feel like whatever you are doing is considered sex to you.

Sex is defined as many things, but mainly... if the guys penis goes into a vagina, that's sex. You can both be lying there completely naked kissing, and it won't be considered sex.
