welll... wear a cute little hat and your hair in pigtail braids! and get either mittens or gloves that are your cute.. and a scarf or something
instead of snowpants you could get really warm sweatpants? i did that and it worked just dont roll around in the snow or anything too much haha. and boots... maybe you could borow a pair of your friends or something

wear some pants (not jeans, but soffes, or sweatpants), but so you wont get cold, you can wear some shorts(s) under it, and many knee socks.
for boots, you wont want to wear something like uggs, but rain boots. delias has some really nice patterns ([Link](Mouse over link to see full location) is my favorite)
then wear a flirty scarf, and a cute hat, like a beanie ([Link](Mouse over link to see full location) here are some cute hats)

Hmm, well sweatpants are always soooo cute. I ♥ wearing sweatpants.
Guys also like girls who wear sweatpants because I guess they like your butt in it haha I don't know boys are weird.
So, find like sweatpants (comfy, cute, warm). Then wear like a thermal shirt, cute little gloves, a scarf, and ear muffs!! Sooo cute, that's what I would!!
If you don't have some of that, try asking a friend to see if you can borrow something for her so you're not cold!!

Just go for the sporty/preppy look. Wear cute sweats, with a cute hoodie or jacket & some cute shoes that you can wear outside. Wear a scarf or a little hat & you'll look cute. The guys don't really check out the girl's outfits though. You're going to get dirty/wet anyways. Have fun!
