everyone says photoshop so thats probably good, but maybe like psp? for paint shop pro you can like design the picture if thats what you want. you can download a free 30-day trial at www.jasc.com

I don't know if these are on there, but paint is a good program, as is photoshop.

For simple editing (resizing, effects, etc.) I use FastStone Image Viewer.
For more complex projects, I use Photoshop, but that costs money. It's free alternative, that many say is even better than it, is called The GIMP.
