Someone tried to make their question, or partr of a question bold, so they opened the HTML code, by never closed it... causing the entire page to be bolded. When Moderators catch they, they'll delete the question, so it usually doesn't last for long. =]

It's not your computer. It was caused by someone who didn't close a bold tag in their question.

It's not just your computer. I think it probably happened to everyone. It did the same on my computer, all the writting was bold.
