This website [Link](Mouse over link to see full location) lists possible substitutes for baking powder.

1/4 tsp. baking soda plus 5/8 tsp. cream of tartar
OR
1/4 tsp. baking soda plus 1/2 cup buttermilk or sour milk (decrease liquid by 1/2 cup)
OR
1/4 tsp. baking soda plus 1/4 to 1/2 cup molasses
OR
1/4 tsp. baking soda plus 1/2 Tbsp. vinegar or lemon juice used with sweet milk to make 1/2 cup liquid (decrease liquid by 1/2 cup)

Best wishes

If you are up for expierimenting i would say yes... but if you are making it as a gift or for a party, etc.. then i wouldnt do it. They both are very differentm total opposties actually (or so i've heard). So if you want to try it go ahead, but i wouldnt recommend it. Good luck.

NO! Baking Powder and Baking Soda are very different. One of them reacts to water and other products, while the other doesn't. As for the rum and vanilla, vanilla is justa "flaoring" so I wouldn't see why not. Hope I helped
