I think its just because your going through your puberty. I started that when I was like 10, and now I'm 14. Yes, you are definitely going through your period. Here's a website that may help:

before your boobs start growning it gets hard under your nipple. it is perfectly normal dont worry! it happens to everyone.

They are growing. It takes time and if you keep track to see if they are growing you wont be able to tell. It happens natrually you just have to be patient babe. =D
