Before you get an agent, you want to practice your craft. Yes, acting is truly a craft. Take classes or do something that would enhance your acting skills. Get involved with as much acting as you can, so you can build a resume. Weather it's school plays or a scripted informcial, look for work and build a resume. You may be thinking "Don't I need an agent to get work?" No, in fact, most actors start off being their own agent. There's really no secret, just be on the lookout for casting calls. Backstage.com has castings on them. You just submit your photo and your resume and a letter saying what you'd like to try out for and hopefully you'll get a call.
Once you have a nice resume and headshot (which you can get by setting an appointment with a photographer), you can go on SAG.com (the Screen Actors Guild website) and look for the addresses of agencies in your local area, and start to submit to agents! If they like you, they'll call you or mail you and you'll be on your way!

It's not just a matter of saying "Today I'll be an actor". There's a real craft to it. It takes time and dedication to learn. True, natural talent plays a part as well. But no one is a great actor right off the bat.
So before you worry about getting an agent, you need to make yourself into an actor that an agent would *want* to represent. That means practicing, practicing, and practicing some more. Learn from other actors. You might even want to take classes. But certainly you should get into community theatre. Improve and develop new skills; singing and dancing may be useful, depending on what sort of acting you'd like to do.
Work on your memory. Read Shakespeare again and again (he's always useful). Try out for student plays. Basically take any chance you can find to act, as long as it's age-appropriate of course.
Acting is not an easy trade for most. The majority of thespians have to supplement their income with other jobs. But if you have the true dedication, there will be times when you can make an audience sit up and take notice. You may even be able to make it to television and film.
But start with local theatre, and practice, practice, practice.
