Me and my friend stole some clothes from my cousin and we put the clothes in our bags but didnt take them out of the house. Well they found out that we stole the clothes and my mom and my cousins mom got in a huge fight and now my mom wants to call the police on my cousins mom because she was cursing at us. So will we get in trouble for stealing the clothes even though we gave them back?

You didn't 'give them back' you got caught! There is a big difference. Giving them back would be the right thing to do and you didn't do it.
Luckily for you your mom doesn't have a reason to go to the police either unless your cousins mother actually threatened your lives or hit you or something. Swearing doesn't break the law.
Clean up your act! All this fighting is because you did something stupid. You ought to apologize to everyone, your mom, your cousin and your cousins mom. [ Razhie's advice column | Ask Razhie A Question ]

Its good that you gave the clothes back i think that your mom and your cousins mom will calm down. But your cousins mom can't get in trouble for swearing at you unless she continues to do it. But Talk to me if you need some advice.
