Say that to him that you dont think there is any attraction to him and you see him as a friend, if you just be up right and truful about it he should be ok with it.

The sooner you let him go, the easier it will be for him to accept, since if you don't, he'll get more attached to you... You will just save him some hurt..
Also, even if he cries now, he will just cry later.. and probably more...
So, I think it will be better if you dump him (but remain as a friend, if you want) and go out with the other guy..

But when you do, let him know that you just dont like him as a boyfriend anymore but more as a friend. Maybe that will reduce the amount of tears and then go for the guy you like now.
