You might be sick or some thing I would talk to your mom who would probably take you to the docter. I don't know for sure and I don't know how old you are but don't have sex this sounds a little like genital herpes.

If you shave down there then it could be because of that, shaving wrong or just a normal reaction the vagina has when shaving that will eventually go away when you're used to shaving more but it's recomended you go to a doctor even if it is from shaving because you could be doing something wrong and not know it and you can get creams for it if it's from shaving. If you don't shave then you should definatly see a doctor because it could be some kind of infection.
Good luck.

go see a doctor..much luv dez x0x0 ]
They can be caused by shaving, but if they are big then that sounds like the soap you are using is causing irritation, so what I recommend is get your self some feminine wash, it is safe and mild, also if your shaving down there use a 3 blade razor, it doesn't cause as much irritation. Another thing that works good is Bikini Zone you can buy it at Walmart. ]
Do you shave your pubic hair? If so, then these are just regular and ordinary bumps, caused by shaving wrong. I have never heard of huge ones but try putting some creams or lotions on and that should help. You just need to shave slowly and you have to watch out more. If you still have these bumps in a few weeks, then you need to see a doctor. Even though you probably don't want them to look at your genitals, they will help you out.

in response- wow, that sucks, welcome to the club...... got them buggers back in august of 06 out in hohenfels.... never share your sleeping bag with anybody in the czech army ]
Not my field of expertise, but my cousin once had a very similar situation. It turned out to be scabies.
Now, don't freak out. It isn't something you only get from sex. Quite the opposite, and girls are at WAY greater risk. Why? Because girls share clothes. The little mite that causes the bumps can live in clothing for as much as a week, and washing the clothes with normal detergent doesn't kill it.
Here is some info that tells all about it:

P.S. Scabies isn't a big deal unless you don't take care of it, relax. :-) ]
Okay. Hun, if you shave they are called shave bumbs. Most girls get them and normally they go away. I know I shave [haha, not that you needed to know this] and i use to get them all the time. But mine just stopped, and if you do shave don't shave fast shave slower... Because if you do then it wont bother your skin so bad. Now, if you don't shave you probably could see a doctor or dermatologist... but that might be kind of embarrassing. I mean, I would not want to ask my parents to go to the doctor because I had razor burn or 'pimples' on my vagina. Try some lotion to make the skin soft and such. It just might work! ]
