Why is that you when you're there for people they can NEVER be there for you? I mean honestly, I know your life is busy, but I listen to your problems, why can't you be nice and listen to mine and actually try to help?
I also have a friend who calls all the time to talk about her problems, wants me to do her hair/make up for prom, but never calls me to hang out. Wtf?

It looks like YOU are going to have to do the stepping in to get through to this apparently somewhat self-absorbed friend. The next time she gives you half a second to speak, jump in and suggest a movie or a mall trip; and if she says she can't make it, try to shoot for a later time.
