This is the site that I know of off the top of my head. It's pretty fun and it's semi free. The free way allows you to do somethings, but there are limitations to it until you actually pay for some of the stuff. It's www.makeoversolutions.com

paintshoppro 8/7 can do that, its just confusing as a beginner to learn how to use the program, but after a while it works good. other than that program i don't know, hope ive helped
