Well, don't kiss him then! I don't know his age...maybe he's not ready for kissing yet?

Maybe you should talk to him about this. Ask him why he's uncomfortable with you kissing him. If you both like eachother, it shouldn't matter who kisses who first. Maybe after talking to him, he'll make the first move or let you do so. Or you could always let it go for awhile and see if he does anything about it. He could be shy and just doesn't want to kiss you right now. A lot of guys get shy when it comes to this stuff. So just give him sometime, he'll come around.

Be pacient in time he will open up to you abd he'll be more comfortable with the whole kissing thing.Really i wouldn't sweat it now but if it goes on for like months then i would be questionable.
