It simple, start to flirt... online if great with a boy you like or you think is boyfriend material. Pretty soon, he'll ask you out. It's not to casual to ask a boy out but don't worry. Say something online like, you know, you look so much better with your hair short, if you would cut it, I would so go out with you. He may ask you out and maybe even cut his hair!
