Compliment people, tell them you like their swimsuit, ask where they got it, be really nice and soon enough you'll have friends on the beach... and by the way thats really good your trying to make friends b/c you will appreciate it during the school year. Or when they are looking your way just say hi. they should say hi back. Then jsut ask what there name is or how old they are. Then that should get a conversation going.
