first - get lots of money to pay for server costs on the internet
next - learn PHP and code the entire site on your own
thirdly - learn good web design and put the php code with a nice interface
after that - test the site to make sure it works
and most importantly - get smart people to start the site on a good note, then watch it fall into a state of chaos with crap being spewed all over it.

First you need to buy a domain name, after that you need to host. Visit 123domain.com to get one for 13 dollars which is great and then find a good hosting site but don't spend more than 15 a month on it, thats how you start any site.

Well, for one if you need to ask you probably shouldn't. You can become an advice colomist here, or you could buy a domain name, get hosting and build an advice site useing HTML/ CSS/ PHP, or you could get a free website with someone like geocities and bulid your site using that.
