Sit it out for a while at least mate! Your boobs probably still have a bit of developing and filling out to do yet. You might never be especially big-busted. Not all women are by any means. I'd imagine that not all your classmates are equally busty? So from that I gather that you're 'even smaller than the smaller girls'? In which case it's almost certainly a matter of time, since you're going to have boobs of some size and description, being a woman and all. Notice some references to pro models in your other replies? Plenty of extremely beautiful slender ones working, a massive pair of boobs is not the defining factor. Personally, I think very slender figured women who have had their boobs greatly enlarged via cosmetic surgery look dreadful. Totally out of proportion. Like the've been 'stuck on as an after thought'. Which at the end of the day they have been I guess!

Dear 13,

Don't fret! You're in good company. Kate Moss, Cameron Diaz, Mila Kunis, Olivia Wilde, Gwyneth Paltrow and the list goes on. You're a member of a committee of very hot ladies who are petite on top and there’s still hope! You may never become a bra buster but your breasts should continue developing until you’re at least 18.

I was a model, a ballet dancer, and was also flat chested than most of the girls around me in school at your age. Those girls now STILL have their big boobs but their saggy, and mine are still smaller but firmer and perky ; )
and thats AFTER having had a child.

What i did was wear sports bras and tell people whenever questions were raised "well i wear sports bras because im an active person and its just easier and faster to get them on verses having to clip a bra shut and then flip it around and then put each strap OVER my shoulder and then make sure its adjusted properly. its just too much of a hassle for an active person like me!" ; )
get it?? perfect huh?? lol

this WAS true at the time but it was also true that i didnt have boobs and knew that i was lacking int he area. i didnt feel comfortable faking it because i knew i wouldnt be able to "keep it up" everyday. plus i knew other girls would notice if i came to school the next day with boobs all the sudden. lol.

so whenever someone would say something about me being flat chested i used the old "sports bra" excuse until i DID actually get boobs around 14.

got my period around 13 then boobs around a year or so later but it still took time for there to be any bulk to them.

It is not abnormal to have puberty take its time, you could be a late bloomer. Depending on your family genetic history you could end up bigger than any of the girls you're jealous of now, once you are done growing, or same size and there are some women who are small to flat chested as adults and still have boyfriends and husbands who love them just as they are.
I didn't get my period until 14 and that seems to still be the average age for most girls starting. Breast can start their growth process on the average age 10, but for the longest time, it's only nipples more pronounced and no bulk to breast tissue yet. There is nothing we can do to change the size of breasts we inherit. Now if your period hasn't started by time you hit 15-16, your mom should take you to a doctor to have your hormone levels checked. It seems to be a common affliction these days for girls to be affected by low hormones, the kind that change your body into a woman, and there's a lot of growing to do yet before you turn lets say 20. Dr.s can prescribe hormones to help your body along. But it won't change ending breast size. I know this is an age when we all feel self conscious and want to fit in and not stand out for being different, even I felt that to some degree.
I suggest bra's that come with padding in them for now. If you don't fit an A cup, as far as I know, training bra's don't have padding but foam inserts for bath suit tops should be available at a local sewing shop, and some department stores may have them in lingerie sections to replace those in purchased bra's. I know it will be embarrassing to go looking for and purchasing such items but it's a one time embarrassment compared to a daily one with your peers. Talk to Mom and find out when she started developing. Let her know how concerned you are. This should be a wonderful mother daughter bonding moment, her helping you out. She could help you with searching out a two piece that has a top with padding that fits and looks good on you. It would be more embarassing to have inserts that fall out if not secured well in place. So you are either going to need some assistance, from your mom, or from a female clerk in the lingerie section of a department store if you choose to try this. Otherwise, you do nothing and wait to grow.

I am attaching a link to what is considered normal breasts and nipples and aereola in women 18 and older and there is quite a large variety as you will see. I hope this helps you to understand that any size breast is normal even very flat chested as an adult and you still have some growing time to go. Once you get to your adult chest size, learn how to best show it off, certain types of bra's and clothing will help visually enhance whatever you have.

Clothes look much better on you than you imagine, fashion models are all flat-chested! I was super distressed as well by how much later I got breasts than my peers. I'll tell you what my mom told me back then, the bigger they are, the further they descend later in life! (Sorry to the large-breasted women out there, but you know what she was talking about!)

Forever21 and Love Culture often sell one-size-fits-all padded sports bras for $10 or so in the back by the fitting rooms, I've seen some recently at Old Navy for $16 if those are sold out. Then you don't have to expose yourself in gym and it'll give you a little shape, if that's what you want to do to feel confident.

I usually wear a one-piece to go fast, but actually think a sporty 2-piece does the best job of giving the illusion of an hourglass, especially if it's in a shiny or light-colored fabric. Many swimsuits come with thin pads to hide nipples and they can add a little bit of dimension.

How you carry yourself matters a lot, walk upright and elegantly like a ballet dancer (generally also flat-chested). One of my best friends is always swarmed with guys asking her out, and she doesn't even fill an AA cup, but she's flirty and has really great hair, and many, many guys don't notice. If it's girls giving you a hard time, maybe they're having their own body image insecurities. It's a tough time with lots of change at all different paces, but you will get through it.
