Water-proof mascara is mascara that even if it gets wet or u cry it wont smear. Regular mascara will smear or run when it gets wet. Water-proof mascara lasts long because it is waxier than regular mascara.
Mascara in general is a kind of makeup you apply to your eyelashes with a wand. It can make your eyelashes different colors, look longer, and thicker.
