the motherboard on my dell latitude d600 laptop is shot, so it wont charge. can i buy a new motherboard to fix the problem, or do i have to buy a whole new computer?

Nope. You can call dell, and you can have them send a technician out to replace it. [ If it isn't under warrenty, its going to be a bit pricy though. ]

If its under warrenty, they'll send him out at no charge whitin 2 busniess days. Believe me, i've had the same guy come about 50 times for the motherboard, haha. I think they hate me. >.<
So I know a lot about the dell technician stuff.

Call dell at 1-800-624-9896.
Have your express service code ready, and your service tag. You've probably called them before though.
