Just tell him plainly and simply that you don't feel ready. If he dumps you, becomes distant or gets angry because of this, he wasn't worth your time in the first place. IMO, two people need to have more than just love before they are truly ready to have sex. You need to have an emotional understanding that is unconditional. If you are worried that he might feel differently about you if you refuse to sleep with him, you probably don't have that bond quite yet. Give it time, and don't give into him if you don't want to no matter what he says (eg "If you love me you will).
